Is it possible to have horizontal lines automatically drawn and updated along
with a cloud notes price level?

CloudNotes can show horizontal lines (once a certain price is reached) on the column itself, not on the heatmap. The csv file should contain notifications.
For demo purpose, you can:
- load your file to a CustomNotes column
- add alert notifications manually (double click on the column -> Notifications)
- export into a file (here you can see what notification format looks like)
- load the exported file as CloudNotes
- see what CloudNotes alerts look like in Bookmap and make a decision if that is what you need
- if yes, ask those who create your csv files to add alerts
