Usability Improvement - Hand Move Tool Between Tabs | UI

Currently when you move between chart tabs - the move tool turns off

Hand tool (navigation settings) should remain AS SELECTED by the user while switching between tabs.
Also a "Ctrl + Shift + Tab" shortcut to navigate backwards through tabs would be appreciated.
