re-centering and moving

suggest to offer an option to use the Move tool just like the Recenter None feature, but allow it to stay with the live market. Many platforms have this type of functionality. Thus users could quickly pan horizontally and vertically, scale the chart, etc but also have it still scroll with the live market without deselecting the Move tool.
